Orville Carver Clark worked for CESA 6 as an Associate Director of Special Education from 1974 until 1997, initiating programs for students with social, emotional, and behavioral disabilities. In 1997, he retired from that position due to health problems and served as the Director of Alternative Programs for the Emotionally Disturbed Children until his death in 1999. Orville believed that all students and staff should be given an opportunity to grow and experience success. He was recognized throughout the state for his work with programming for educating emotionally or behaviorally disabled children. Orville received his bachelor’s degree in upper elementary education in 1969 and his master’s degree in special education in 1970, both from the University of Wisconsin Oshkosh.

The Orville C. Clark Education Foundation was established to recognize and remember the exemplary work of Orville Clark. The Clark Foundation dissolved in 2008, but their remaining assets established the Orville Clark Scholarship fund at UW Oshkosh to support special education majors living in the CESA 6 region.
